Fears Youth Allowance rules discourage uni

 A rural women's group says it is worried students living in some regional areas may be disadvantaged under new eligibility rules for the Youth Allowance.

A Senate committee is conducting an inquiry into a bill that aims to extend Youth Allowance payments to eligible students in "inner-regional Australia".

Karen Tully, from Charleville in southern Queensland, heads up the National Rural Women's Coalition.

She has given evidence at a hearing and says the new rules will disadvantage students living in centres like Toowoomba and Kingaroy.

"Essentially it means they are going to have to have two years off in the workforce earning money to qualify as an independent receiver of the Youth Allowance," she said.

"This is just a hurdle for inner-regional students - the concern is they'll say, 'it's just too hard, I will stay in the workforce, I won't bother pursuing a tertiary education'.

"There is an additional hurdle put in front of students who live in inner-regional areas and we very strongly wish to put our view across that this extra condition is going to be potentially a barrier for students wishing to pursue higher education.

"That's our students who live in the Kingaroy's, the Toowoomba's - the areas closer to larger urban centres."
